The Air District's Rule 9-4 sets emission standards for gas furnaces: an ultra-low NOx standard for residential fan-type central furnaces manufactured from January 1, 2024, and a zero-NOx standard for residential and commercial furnaces manufactured from January 1, 2029. The Air District says these standards take effect only when current equipment burns out, so a working furnace does not have to come out early. It planned a working-group phase on how the furnace standard will be carried out, starting in late 2025, so check the Air District's current timeline before choosing between a new gas furnace and a heat pump. With a 36°F winter design temperature, a heat pump covers San José's heating load. As of October 2026, San José Clean Energy's EcoHome offer pays $1,500 toward a heat pump HVAC system that replaces gas equipment, or $2,500 for homes in Environmental Justice Communities. The amount must be reserved before work begins, dual-fuel systems are excluded, and the job needs a permit and a HERS test to pass final inspection.
